Rapid Development of a Decision Support System to Alleviate Food Insecurity at the Los Angeles Regional Food Bank amid the COVID‐19 Pandemic

To address the food assistance crisis during Covid pandemic, United States Department of Agriculture (USDA) launched a multi-billion dollar “Farmers to Families Food Box program” (Box program) by working with approved suppliers (or distributors) purchase fresh produce, dairy, and meat directly from farmers package them into boxes. Recognizing that banks did not have spare capacity support program, how should these boxes be distributed people who are in need? The USDA developed novel solution asking: (a) distribute agencies (shelters, pantries, soup kitchens); (b) serve as “virtual intermediaries” coordinate supply demand between agencies. However, were overwhelmed their regular operations for distributing donated Los Angeles Regional Bank (LARFB) found it difficult develop deploy Decision Support System (DSS) program limited manpower expertise. In this study, we describe DSS co-developed LARFB, Salesforce, UCLA. Unlike other DSSs normal circumstances, development deployment conducted virtually within 45 days. Without DSS, would been impossible LARFB program. Because was record time, discuss several limitations suggest future research opportunities managing bank pandemic.
